Issues on Road Safety in Centre of Parliament’s Attention

On April 23, the RA NA deputy Nikolay Baghdasaryan organized a debate in the parliament. The issues on the road safety in Armenia were at the center of attention. The representatives of the RA Ministry of Finance, Police, Yerevan Municipality and the Ministry of Territorial Administration and Infrastructure took part in the debate.

Nikolay Baghdasaryan underlined that the statistical data on the cases of deaths and damages to citizens’ health as a result of accidents and running down accidents are quite worrisome in Armenia. They are often due to the wrong regulation of the road traffic. A different approach is taken in the cases of control of Yerevan, interstate and community roads by the current legislation. According to Baghdasaryan, it leads to accidents and the increase of running down accidents.

“We have presented a proposal that one body should define the design works, another body – the community, organize the installation of the technical means of traffic (road signs, traffic lights, markings, protective and other means), and the RA Policy will control the process, so that the technical means should be installed in accordance with the current legislation and the criteria established by the by-laws,” the deputy underlined.

As the deputy has stated, there is a situation in the country when the traffic signs are placed in the area covered by trees, the markings are of poor quality, the sectors leading from the inter-state to the community road are incorrectly constructed. “All these disadvantages will be removed when the responsible persons will be clearly defined,” Nikolay Baghdasaryan noted.

The issue was debated with the Mayor of Gyumri and the representatives of the communities of Lori and Shirak Marz. The latter positively responded to the proposed changes.

Those who were present proposed to separate the regulation for Yerevan and the roads of community significance. It was noted that the Government, during the discussion of the state budget, as a delegated authority, should finance Yerevan community.

The sides agreed that in case of Yerevan, the community should install the technical means of the traffic organization, coordinate with the Road Police and work out traffic schemes.
